The United States is a country of freedom. Most of people can find their lives which they want. Especially, the college students can join in some activates and clubs. Their campus lives are always fulfilling. However, there are still some dangers among the campus, and most is from the students themselves. Recent survey estimates provided by Fisher, Cullen, and Turner (2000) revealed that for every 1,000 women attending institutions of higher education, there may well be 35 incidents of rape in a given academic year. And the NIAAA (the National Institute on Alcohol Abuse and Alcoholism) reports more than 1,700 students between the ages of 18 and 24 die each year from alcohol-related causes. For the rampant wicked effect of binge drinking and sexual assault on college campuses, the United State Federal Government is proposing new legislation for all United States colleges and universities. It is worth mentioning that this new legislation would be consistent regardless of a student†™s age. Actually, the drinking and sexual assault has been a serious problem in the campus. Let us focus on the sexual assault first. As before mentioned, for every 1,000 women attending institutions of higher education, there may well be 35 incidents of rape in a given academic year. Thus, for a campus with 10,000 women, the number of rapes could exceed 350.
